Capital Planning · Meeting of October 19, 2026

Milton's Capital Improvement Committee pulled back a $2.2 million water-loan recommendation after finding a debt-schedule error. Finance staffer Nick Milano told the panel a November 2024 bond issuance of nearly $3 million had been left off the Water Enterprise Fund's debt schedule, making borrowing capacity look larger than it was; the committee voted 9-0 to recommend Article 3 be referred back to the Select Board rather than approved at the special Town Meeting held later that night. The committee, newly chaired by Bob Hiss, also voted 8-0 to recommend $11.75 million in borrowing to purchase land and buildings at 303 Adams Street, and voted 8-0 with one abstention to recommend $1.2 million for a feasibility study on a possible new school there.

Milano said a December 15 debt-exclusion vote will finance the land purchase, and that the Massachusetts School Building Authority may absorb the school study into its existing process, which could make the separate $1.2 million appropriation unnecessary.
