School Subcommittee member Elaine Craghead reported the school adopted a four-year circuit breaker reimbursement plan rather than Interim Superintendent Phelan's more aggressive approach, with staff reductions tied to unsustainable 5.2 percent yearly increases and salary comprising 80 percent of the school budget.
