Milton Select Board Approves FY26 Transfers, Eyes Curry College Acquisition Timeline

MILTON — July 14, 2026 — Milton Select Board closes fiscal year 2026 over budget on revenue and approves transfers to cover a DPW snow and ice deficit. The board voted unanimously to approve appropriation transfers addressing the shortfall and set an expenditure limit of $38,000 for the East Milton Library revolving fund after an emergency sewer and water line replacement ballooned in scope. Finance Director Nick Milano reported preliminary total revenue of approximately $145 million, exceeding projections in several categories including building permits, penalties and interest on tax collections, and investment income. The board also accepted a $100,000 pilot payment from Curry College and a $245,000 general fund payment from Milton Academy, and voted to send a letter urging caution to a state commission studying changes to the PILOT program for state-owned land — a program that currently sends approximately $1.57 million annually to Milton. Treasurer-Collector Joanna McCarty briefed the board on departmental operations, highlighting collection of $3 million in long-outstanding tax title balances and a soon-to-launch payroll software procurement. Town Counsel delivered a presentation flagging legal inconsistencies between the town's personnel bylaw and the 2016 Town Administrator Act, noting the personnel board has been unfilled for several years and proposing a warrant article to bring the documents into alignment.
