Planning Board · Meeting of October 14, 2026

Milton's Zoning Board of Appeals and Planning Board held a joint seminar on sweeping changes to state zoning law. Town counsel from KP Law walked members through amendments to Chapter 40A enacted via the state budget and effective July 1, including a new "practical difficulty" standard for variances that replaces the decades-old requirement tied to a lot's shape, soil or topography. Zoning Board of Appeals Chair Kathleen O'Donnell and Planning Board Chair Meredith Hall presided as members learned that variances now last two years instead of one, zoning freezes extend to 24 months, and the abandonment period for nonconforming uses doubled from two to four years.

Local Inspector Kenneth Cimino, a former 19-year Dedham building commissioner, pressed attorneys on how the changes affect lot-coverage nonconformities. Officials also flagged a new state permitting process for clean-energy facilities, effective October 1, that makes approval automatic if boards miss a 12-month deadline.
