Milton Planning Board advances short-term rental bylaw draft despite enforcement concerns, votes on MBTA housing language. At the board's July 9 opening meeting of fiscal year 2027, Planning Director Liz Manning reported that Board of Health Director Caroline Kinsella, in her first face-to-face consultation on the draft, is seeking "a much more intensive consultation" before the measure goes to fall Town Meeting, and that a parallel consultation with the building department has not yet occurred. Chair Meredith Hall pressed to keep the draft moving, arguing the use is "unregulated right now" and that a delay would push the bylaw to the following year's Town Meeting.
The board worked through open questions on parking requirements, fine structures, minimum rental durations, and whether fees and penalties belong in the bylaw or in a separate regulations document; Milton's assistant town administrator has identified 75 properties on the state's Department of Revenue short-term rental registry. The board also voted unanimously to submit a zoning text amendment deleting a fallback provision that would have allowed the town's MBTA Multifamily Overlay District affordable housing requirement to drop from 15 percent to 10 percent, with Hall saying active development projects before the board require clarity.
